What's the minimum guitar equipment for playing in a bar/club?

My knowledge about the amp specs is all new so please bear with me.
I'm wondering, what are the lowest requirements I need for a medium
sized bar? (Could be small sized too, but I figure be prepared for
being louder?)

I have a possible offer for a Fender Performer 1000 (100W 1x12''
combo) for $99. Is that amp loud enough, and also good quality? I
wouldn't mind spending a little more on another amp for a lot more
quality if it's worth it, even though $99 is a great deal I'm sure.

P.S. The music will be different forms of hip hop and rock, from very
light to very heavy, made for people to dance to and make noise to.
I'd like to be prepared to be loud to play over people talking. I will
also use this amp for practice. Does it matter if it's just one
speaker? Best answer will certainly be chosen for the most thorough.
